ICNAME Conference

From September 7th to 9th, 2017, the International Innovation and Cooperation in Naval Architecture and Marine Engineering Alliance(ICNAME), founded by HEU, held its Third International Conference for Innovation and Cooperation in Naval Architecture and Marine Engineering (ICNAME 2017) with the theme of innovation-driven cooperation and win-win in the West Coast New District of Qingdao.

The meeting was co-sponsored by HEU and the Second East Asian Ocean Cooperation Platform, Huangdao Forum. More than 300 renowned academic masters, top scholars and industry experts from the United States, France, Britain, Russia, Brazil and other 20 countries and regions participated in the meeting. . These participants, from 104 colleges and universities, enterprises, research institutes in the field of naval architecture and marine engineering, carried out in-depth discussions and exchanged their views and visions about smart ship, marine renewable energy, deep sea engineering, underwater robot, talents training, one belt one road international innovation and cooperation. The meeting provided opportunities for experts, scholars and entrepreneurs to discuss and exchange, and also created the conditions for promoting cooperation between domestic enterprises of marine engineering and ICNAME. The meeting was also intended to provide intellectual support for the strategic innovation of marine power and  to add new energy.

Xia Guihua,Chairman of ICNAME, Deputy Secretary of the Party Committee of HEU, presided over the opening ceremony. Deputy Director of Qingdao Economic and Information Technology Committee Zhang Lin, Vice President of HEU Zhang Zhijian, and President of China Shipbuilding Industry Association Guo Dacheng, addressed at the meetings respectively. Pierre Besse, Former Vice President of the French BV Classification Society, was appointed as the standing vice chairman of ICNAME.

Jonathon Arthur Chambers, academician of the Royal Academy of Engineering, renowned Professor of Newcastle University; Jangwhan Kim, Chief Scientist of Technic FMC, Houston, USA; Duan Wenyang, Yangtse River Scholar, renowned Professor of HEU and other experts and scholars made reports on the topics of marine renewable energy, deep sea engineering etc.

Zhang Zhijian, on behalf of HEU, awarded the Harbin Engineering University International Cooperation Outstanding Contribution Award to William Carleton Webster, Academician of American Academy of Engineering, professor of University of California at Berkeley. Over the past decade, William Carleton Webster, as an overseas academic master of “science and technology innovation and brain-gain base for deep sea engineering”, has made outstanding contributions to international exchange for overseas science and technology innovation and to scientific research.

The Intelligent Ship Sub-forum, the Cultivation of Talents of Maritime field Sub-forum, the International Conference on Deep Offshore Engineering, the Underwater Robot International Conference, and the Ocean Renewable Energy International Conference were held on September 8, 2917. 66 experts and scholars from different areas reported their researches, and exchanged their latest research advances and trends in the relevant areas. There were 7 multilateral talks and nearly 30 bilateral talks focusing on the topics of One Belt One Road,  national cooperation, personnel training, international joint research”. Meanwhile, the third meeting of the first ICNAME Council was also held at the same venue. The Secretariat made the annual work report , and subcommittees of intelligent ships, deep sea projects, marine renewable energy and personnel training were formed at the meeting. The Aalto University of Finland and Harbin Institute of Technology were accepted as council members. In addition to the acknowledgement to the contribution of this meeting and the contribution of ICNAME to international cooperation in the field of maritime engineering, the participants also made recommendations and advises on the future development of the organization. Chairman Xia Guihua said at the closing speech that every council member had made tremendous contribution to the international cooperation in the field of naval architecture and ocean engineering. In the future, ICNAME would continue to stick to innovation and cooperation, and actively promote the international consensus of universities and research institutes to establish extensive cooperation in the areas of personnel training, and scientific research.

Council members participating the meeting achieved fruitful results at the bilateral and multilateral meetings 20 participants from Southampton University, Newcastle University, Makarov National Shipbuilding University and Seoul University reached a consensus on personnel training and international exchange and signed a proposal for establishing talents training forum. Agreements on the full range cooperation in scientific and technological cooperation were reached between China and Thailand, and between Indonesia and Malaysia. A contract was signed by HEU and the French classification society for development and verification of numerical tools for damaged ships. South China University of Technology, the South China University of Science and Technology, Shanghai Shipbuilding Science Institute and Singapore Maritime Technology Research Institute, National University of Singapore, Japan Classification Society, France BV Classification Society reached an agreement on intelligent ships. A consortium was formed for establishing the International Ship and Marine Engineering Disciplines Advisory Committee. The expert participants provided valuable advises for development of the disciplines of naval architecture and ocean engineering of HEU, promotion of first-class university, and first-class discipline construction. A series of multilateral exchange meetings were also held during the conference, including a “One Belt, One Road” Southeast Asia ocean exchange and cooperation, “One Belt, One Road” International Marine and Ocean Engineering Training project, joint college docking conference. Huangdao District Organization Department and the HEU Qingdao Ship Science and Technology Park co-sponsored the Shandong Province ship and marine engineering equipment industry development and technological innovation exchange and talent intelligence docking work conference, which was intended to promote brain-gain and immigration of high-tech enterprises, and also to provide a platform for technological improvement and product upgrading. 10 experts in the field of naval architecture and ocean engineering from home and abroad, and 31 ship-industry related enterprises of Qingdao West Coast New District were invited to the talk and networking. They had exchanges their views on brain-gain, technical support, and marketing cooperation.

ICNAME will continue to absorb well-known universities, enterprises and research institutes in the field of marine, from Germany, Brazil, Italy, the Netherlands, Poland, Turkey, Pakistan and other countries to become members. Specialized committees will be formed, and endeavor will be made to become a consultant body of the International Maritime Organization (IMO). Effort will be continued in facilitating industry-based international student exchanges and personnel training; promoting international joint research in database, polar waters ships, renewable ocean energy, and intelligent ships; supporting the “One Belt One Road” Plan; and consolidating the cooperation between the BRIC member countries in the shipping area.
